Funny thing about that left turn lane in the overhead street view; the only arrows painted on it are for left turns going westbound (aka "the other way"). And that yellow strip on the south edge of the lane is not just painted, but a curb (for most of its length) -- which is to say, it looks like they don't want eastbound drivers in the lane at all, and that one may well not be allowed to turn left onto that street while heading east. (Note where the traffic lights there are -- only on the east side of that intersection at the pedestrian crosswalk. If you were attempting a left turn, you'd be doing it without a signal aimed in your direction....)
Which doesn't surprise me a bit given the traffic on that segment of that street. [Many, many moons ago I lived in that general part of town for awhile, and I have periodically gone back and forth along there since on the bus. That's a busy arterial, that is....]
